So I saw this movie maybe when I was 3 or 4 and this is the only moment I remember from it.
So it was live-action. There was a woman and a man alone on a sailboat of some sort and then some intruder came and sneaked up on the woman. Then the man saw the intruder’s shadow through the sail of the boat and then he shot the shadow. Then the intruder somehow caught on fire and fell off the boat and he was floating in the water, dead and on fire.
If anyone has any clue, I appreciate it!

Yep. Dead Calm. Sam Neal, The scene you refer to is the end of the movie.
I agree that this is most likely “Dead Calm,” but on the slight chance it’s not, there is a scene of a bad guy getting shot off a boat with a flare gun, then burning underwater, near the end of “The Big Easy.”
