Color/English guessing 70’s to late 80’s. A thief/cat burglar approaches a house/mansion that is being patrolled by guard dogs behind a fence/Wall. The thief tosses raw red meat to them – distracting them so he can make his way in.
I assumed it was the movie Thief with James Chan, but a recent rewatch proved my memory wrong…
