Im looking for a movie from when i was younger the only scene i remember are that a brother goes to this facility to rescue his sister they capture him and try to stick something in his eye like a computer type thing he gets loose and is walking down one of the hallways with a lead pipe and bust some black scientists shattering his special glasses and a few other people in the face and another scene his sister is on a porch with some other disabled like people anyone have an idea??? I saw it on scifi in the early 2000’s somewhere around there its bugging me cause im not sure what it was called or when it was made
