I only have vivid memories of some scenes as I sneakily watched it as a kid one late night on SBS. It was a foreign anime film possibly Japanese or Korean. Year out would be between 2000 to 2006. Colored.

Setting looks futuristic and some set in a junkyard or high in the sky on the long thick wires with circle blades going up and down the wire. The wire leads to the villians place. Protagonist is female possibly cyborg or missing body part and a normal boy. They find the villian with girls body parts in jars. I think boy gets decapitated as they eacape. That’s all I can remember. Help!
