90s Sci-fi thriller, robots disguised as humans identified when they start to repeat speech patterns

Okay, this one has been bugging me for years…I think it was late 90s when I saw this but only from half-way through as I came home drunk and it was on terrestial UK tv  (not sure if was before Channel 5 launched) – hope someone can help me it could be obvious but I have tried in vain to discover what it was called.

It is set in some sort of desolate / post-apocolyptic Earth-scape like barren desert with ruins…there is a white man (the hero) who meets a little girl in one of these dump buildings – he is sure she is not one of the killer robots that look like humans and allows her to stay with him. The only way to identify the robots is when they start to repeat their speech patterns…pretty sure the girl turns out to be one and the hero’s friend, a black guy warns him but he is sure she is okay…the friend also ends up being one of them pretty sure there is a quicksand scene where he dies and near the end there is an injured soldier guy who the hero goes to help (not sure if he knows him from earlier in the film) and as he appears to be dying he realises he has said the same phrase a few times and must be one of the robots – sorry it seems not much to go on but think they explode or something when discovered and they are machines inside…there is not much dialogue most characters I remember only say a few things which is why the robots are hard to identify, except the main dude who says more stuff than the others, at least I think I could be way off here it was 15-20 years ago!! Help!!
