The protagonist (trying to save a girl… – I know that won’t narrow it at all.) encounters the antagonist in a ‘cave’ or ‘underground’ or somewhere dark. – The antagonist had a VERY deep voice, and turned and said to the hero, “What are you doing here?”. – The hero pushed a button, or microchip or something on his left hand that let him escape. (teleporter, or time-travel or something like that.)

I saw it in the mid-90s. But it could have been older than that.

I can’t remember the actors. So it was probably not a blockbuster.
