I remember seeing this scene when I was little and it scared the bejeesus out of me! Because I was young when my mom saw me watching it she turned it off because she thought I would get scared.

All I remember is there was a step mother and she turned to go through a closet or something like that and she had a tail, which looked a bit dinosaur-ish (though I don’t think she was meant to turn into a dinosaur. Just some horrifying creature.)  The daughter sees the tail peeking out from the bottom of the skirt/dress and was horrified because she knew the step mom was something not nice. Step mom progressively is turning into something.

I saw this on TV in color and it was the early 90’s, in English.   Probably not made for adults but was geared towards kids/tweens of the time. Typical 90s ‘scary’ movie for this age group.
