He collaborates with a medical person who, if he cannot heal someone he helps them die by a loud sound with his voice. A woman (princess?) is a prisoner for an ancient crime no one can remember and is punished by keeping her alive for centuries, this is done by her being injected by an alien looking being .
I posted this but want to add that I think the doctor that provided assistance to dying by helping them pass with his voice was played by John Rhys-Davies, but I cannot find such a film or program in his IMDB filmography.
I never got to see it, but this sounds sort of like WHITE DWARF.
