Saw on TV in the 1970’s on a Black & White TV. I doubt the movie was in color. It begins with some upset children watching the cow being taken by the soldiers across the river because the cow waded too far into the river. It was a forest setting.
The villagers are not happy being across the river from the country with the solders. After a night of storm the villagers awake to find the river has changed course and now flows on the other side of town. They are now on the same side of the river as the soldiers at the outpost.
The soldiers come in to the village and make some socialist changes (communal meals etc) which inconvenience the villagers. The soldiers are forceful about the changes.
The villagers make a bomb, blast the blockage upstream and chase the soldiers back across the restored river.
I remember thinking it might have been dubbed, because the soldiers sounded alike.
