This is an older movie, I think it may have been subtitled.  It was an old dingy apartment building, and in one scene a guy fills a bathroom with water by running the sink and the tub, and then he opens the door so the water floods out flowing down the stairs all the way down to the front door.  The main character seemed like a little man with a big forehead/receding hairline and looked like Jared Harris to me.
