This is a long shot, as I remember only part of the movie – AND, never got to watch it fully. I saw it as a kid, in the Israeli movie channel (we had only one back then), about 15 years ago.  So my memory is vague, and the accuracy isn’t necessarily there in the details:

It’s a color movie with a good probability of being from the 90’s (worst case scenario, end of 80’s), might be made-for-tv. The language is English, probably made in the states or other English speaking country (UK/Canada).

The first scene of the movie, shows a prisoner explaining or lecturing about yin-yang (I definitely remember the yin-yang symbol on a board). He is getting ready for a prison transportation. This prison transport (land transport) will later have an accident, apparently, the prisoner has some sort of powers, and he made the vehicle crash.

Around the same time, there is an unrelated (or at least, unrelated as known to the viewers at the moment) guy with a sport car, and some young girl that he met somewhere along the road. They somehow manage, during the movie, to kill a guy on the beach (if my memory is right – a drug dealer). the gun belongs to the girl. they met the guy they kill earlier, in a restaurant/diner.

The last scene I managed to get a look at, was a night scene, where the guy and the girl are kissing in the car, and not far from them, unknowingly to them, the escaped prisoner (together with a group of other prisoners) kills a homeless guy in an empty stadium. I was force to close the TV before the end of that scene, and I don’t know what happens in the rest of the movie.

Now, granted my memory of 15 years ago, as a kid, isn’t the best – so most of the description should be taken with a grain of salt. The following however, are things i’m 100% sure of:

• Prisoner with a board, showing yin-yang, escapes later a transport, probably using his mind (psychic/telekinetic/something of that kind, that forced the driver to crash the vehicle)
• A separate plot line, about a girl (might be a hitchhiker) and a guy driving a sport/convertible car. They somehow kill a guy they met earlier (a drug dealer possibly), the killing is done on a beach.
• Additional plot-line is about the detective/cop that is trying to catch the killer, however, I remember nothing about the actual scenes  including him.

I doubt that the film description itself contains these points (I would believe that the movie info will probably talk about the killer itself, or maybe the hunt for it). I’ve tried googling every type of imaginable text string and came out with nothing.
