I am 16 now when I was 9 or 10 I saw this movie by goosebumps I think. It started off with this girl, she had just had a birthday and she wrote a monster in the magical book or diary and it came to life and knocked on her door with had a birthday hat on and cake in hand. It chased her around her room. Its English. In color. And it was on tape. Then the scene changes to the high school or middle school and the students get a hold of the book and began drawing monsters in it not knowing the result and where chased around the school by this little monster that jumped out a pot yelling.
