There was a movie I once saw, which was based on a true story i guess. I remember almost nothing from it , only that it scared me very much. It had something about a psycho who does some sort of brain surgery ( lobotomy, i guess ) to a little girl (I remember clamps attached to girls head). It also had something about many sheep dying mysteriously.

I saw it on TV somewhere between 2006-12

I just can’t recollect anything else. I would love to watch it again . If anyone knows any such movie, please reply. Thanks !
