Futuristic movie shot in the 60’s or 70’s that uses an MIB type neutralizer to make people skip spaces…

It’s a cheesyesque movie likely from the 60’s or 70’s that involved some bad using a pen like MIB neutralizer devices that when flashed in someone’s face, they’d lose a block of time and re-appear in the near future. As I recall the near futures was often just seconds or minutes. As I also recall, the bad guy was some blond brit type dude driving a silver futuristic car. I also recall the bad guy ending up in I think a fountain or a pond with his car when some was able to use the device on him. Anyone?

    1. Sorry Alen. I know it frustrating when that happens. Enjoy ‘Looker’ myself and had it recorded off TV for years. Not Albert Finney’s finest work but fun none the less.
