This movie was on Netflix streaming during early 2011. This was a puppet movie, probably European in origin, possibly French, but in Eglish (possibly dubbed). The main character was a boy and the movie was telling the tale of the night his sibling (little sister?) was born. The setting was a village and it was the night of a star festival, and a dragon came and blacked out the sky.
I just wanted to add that it was not a recent film, quite a bit older than 2011.

Dang… I just watched that on Netflix and I KNOW I saw the movie you are talking about, but I think it might be one of those things where Netflix *had* a different movie associated with that title at one time. So… unfortunately that’s probably not what you are looking for. 🙁
It wasn’t “Tales of the Night” It wasn’t shadow puppets but more like Marionettes or papier mache.
Just came back after all these years to say that I recently found the answer to my own inquiry (thank you extensive Netflix history list).
Anyway without further ado, this movie was Hugo and the Dragon!
