1980s film, seen in 1990.
Desert setting, Mexico?
Very little dialogue, may be Spanish?
Main memories – men hiding in some ruined buildings, shooting? Man gets chained to a gold Inca-style shield, drags it around desert. Dying of thirst. Pick-up truck arrives at end.
Totally bizarre.

this will not help you, but I am here t tell you that you are at least not alone:) I saw the same movie (or tv film?) and am equally bothered that I cannot find it… I recall the shield was huge I think larger than the guy himself and I think it may have been South American (Inca?) rather than Mexican

well..i dont think its 39 stripes, the tempest, the island, lust in the dust, firewalker, vibes or eureka as i skimmed all those using keywords in your descriptions of course, none of this is important, just fell like dumping progress, we shall try again tommorrow! well, if one hasnt beaten me to it 😛
Thank you for trying! Been searching since internet began! It seemed to be foreign, arty, Spanish? Little speech but key feature was this metre wide shield he was shackled to. Just dragged it around. An Inca type thing. Happy Christmas, Nik.

“snaps fingers” well there is stealing of the “golden sunburst” which looks like a shield from the incas. but is missing some features like i didnt see anything about chained to legs, but then i only watched about 75% of it, but i dont think this is it 🙁
and there is a weird language at some parts of the movie…and sorry moderator, i didnt know itd put out a full picture, ill have to avoid using the exact url next time
