Children’s movie with a scene involving a girl drawing and crying

So I only remember fragments of a scene in the movie, but I’ll describe it the best I can. It must have been at least 12 years since I saw it, and I’m pretty sure the movie had a few years on the neck already when I watched it. It was a cartoony style, since animated movies came later. It may or may involve an animal that is a/the main character and hero, but I’m not sure. So, to the scene:

A girl is sitting by the window, I am pretty sure she is at her grandmas, and drawing. It’s raining outside (maybe) and she is drawing. A song is playing during the scene, and she sings. She draws her and her dad, in a typical child way, meaning two people standing outside a house, and she is crying. One of the tears falls down on the drawing that she wipes away. I think she is having some kind of flashbacks, and I think the flashback consists their house being on fire and that is why she’s not with her father.

I am supersorry for this messy text, but this is all I can remember. I would be so thankful if anyone could help me, since this scene keeps bugging me. I really wanna know which movie it is! For some reason I get Fievel and the rescuers vibes from it, and some cartoon dogs, but it can just be my memory playing a prank.
