…just in weeks

I watched this movie 10 or 15 years ago on TV. Plot is like that, as I can remember: A man takes a big clock (not sure if it’s a clock but it was a device with big cogwheels and it was in size of a fridge or something I mean it’s really big) to a king and says “you can go back or forward in time with this. You can kill your enemies when they are baby” but king thinks it’s not a power he wants to use and denies it. An evil woman gets this device and makes the time in this kingdom pass so fast that everyone is getting older just in weeks, fruits rot in minutes. So our hero is a teenager boy who is probably the son of king (not sure). And also there is a girl he loves. Boy carries a promise ring from her. While he is trying to stop this curse he is getting very old. He finds the device in the end but he is no longer able to do anything, he is about to die. But miraculously when he finally hits his hand to somewhere the stone of the ring or the ring itself falls between the cogwheels and the device is broken, curse is gone. Happy ending.

I’ve been looking for this movie for years and still found nothing. That is all I can remember about the movie. Please help me, you’re my only hope 🙁
