I’m looking for the title of a movie I saw about 5 years ago. It was made it the last 10-20 years.

A more or less typical terrorist organization – investigation – action film. The few details I remember:

– starts with an explosion on the street-facing part of a restaurant by a plaza. Slow motion,  fountain on the plaza, a kid on a bicycle.

– the film ends with the exact same scene, the camera follows one of the main characters from inside of the building and it ends up on the terrace of the restaurant by that plaza just before the explosion happens.

– there is a young local lady who develops some friendship /  relationship with the main character, if I remember correctly. Her little brother is the one on the bike, who ends up by the fountain at the end. It might be the reverse and the little sister of an older brother. The point is, the young one is always on the bike and ends up in the wrong place at the end. The older one (or their parents?) turn out to be associated with a terrorist org.

– the location is Middle East, maybe Iran or Iraq?

It was a pretty high budget movie, I can’t believe that I haven’t been able to find it for years.
