This Film/TV title has eluded me for a long time:

I saw it on television multiple times probably mid to late 80s in color and live action.  It was either horror, scifi, fantasy, or a combination of those three.  The scene I remember is set outside with trees around maybe in a village.  A tall Darth Vader like villain in a black cape stands before a group of “little people” (could have been small fantasy type creatures: hobbits, leprechauns, trolls).  The “man” in black cape gestures for one of the little people to come near and then wraps his dark cape around the small creature and then, unseen, the little creature melts, leaving a puddle of green slime at the villains feet.
