I’m trying to remember the name of an apocalyptic movie produced between 1980-1990. It’s about some people (bad and good) that survived the apocalypse. They are divided in 2 groups: bad people, with the Evil as your leader and good people, with an old woman that appears in their dreams as your leader. I think she’s supposed to live in Nevada.

A very significant good character is a retarded blonde man that talks all the time about the moon.

In one of the Evil scenes that I remember he tried to convince a survivor stuck alone in the jail to join her. This man had only a dead rat to eat.
