THIS MOVIE IS ANIMATED (cartoon)

So all I remember is this movie that played around Halloween time (about 15 years ago) where this bald man shows up and gives magic necklaces to children on Halloween, and there is something to the effect if they don’t do a task by sunrise that they will vanish(or belong to the creepy old man)

They go through all this stuff and they are racing against the clock and one of the kids is dressed like a mummy (i think)

In the end a boy is racing up these stairs and as he is running the stairs move in front of him ( by magic) and they end up winning.
