I remember watching it in the 80s. Scenes I remember

Set at a train yard. “Homeless” guys are boxing for money. A young man seems to be a promoter. The young man meets up with another transient, who doesn’t want to box, or have anything to do with what’s going on. A little bit later, you find out that the young man promoting the boxing matches is actually a woman.

I originally thought the actress who played the woman in disguise was Elizabeth Berridge (from Amadeus and the John Larroquette Show), but no go. And my Google skills can’t seem to find this movie. Help!!
