I remember seeing a made-for-TV children’s fantasy movie in the late 80s and the only scene I remember is a guy dressed as a court jester or joker and he could do magic. He was talking to someone and said something about being a “fool” and disappeared. It was in English and in color.

It’s not that. It was a more kid-friendly movie. It was probably rated G.
I think it was a made-for-TV movie and it was a fantasy movie about things like wizards. And some clown/jester guy made himself disappear after talking to a kid about being a “fool”. I think he said something like “That’s why I’m a fool!” and snapped his fingers and disappeared.
