I probably saw this late 90’s early 2000’s not sure. What I remember seems like it would be an 80’s 90’s movie. Color of course, in English, and I did watch it on TV but I am almost sure it’s a movie.

Anyway, so there was this american boy, he had a father who was kidnapped by a couple of British dudes. I remember their accent quite vividly. At one point the son manages to break into the warehouse where his father is held, but as he freed him and got out his father didn’t make it and the kidnappers caught him again. The smarter one I remember said something like “Naughty naughty professor,” just as the father was about to escape. They seemed to need him for some computer/bank related business.

Don’t remember much about after, except that the kidnappers take the dad with them on speedboat, and the son chases after them on the docks, and there was a large gang of children (I am assuming all boys). They are intimidating at first but it seems they’ve come to help the boy save his dad. Their leader was wearing a cap and sunglasses and had chalk like white markings on their face, but they remove their cap and it turns out she is an african american girl. She orders her ‘men’ to help the kid who seems to be around her age. They save the father eventually, and at the very end of the movie there were some laughs about a remote-controlled ape.

I have been trying to find this movie for ages please help.
