Saw this movie on tv 1981 or 1982, 2 kids live in an apartment building, boy and girl but not together they are friends and seem to have money to spare they are both about 12 years old. Not very many adults around maybe the boy has a butler. The boy has a hot tub in his apartment that they use together (remember they are only 12) both children seem sad and lost because parents don’t pay any attention to them. I think the movie was made in the late 70’s. This movie has been bothering me for years.
