Early 1980’s, maybe late 1970’s
animation – Japanese like style- think the last unicorn type
human main character- black hair pointed nose
the only scene I remember is droves of people marching, like they were hypnotized or under a spell.
I don’t remember if it was the main character or the villain, but there was someone wearing a cape
if you can get it from this fragment of a memory I have as a child, kudos to you!
