I couldn’t find your posted image, but it sounds like a movie I solved on another post called “Mary Jane Harper Cried Last Night”(1977). It’s a movie about an abusive mother who breaks her daughters arm and takes her on the run at the end. The girl does have black hair and wears a white dress sometimes.
