I saw this movie a few years ago, I think it was from the late 90s or early to mid 2000s.
All I can remember is that there was a BALD kidnapper who kept girls in a basement. Whenever he was going to kill one of them, he’d alert them by putting a wedding dress on them, to show them that they are next. One of the girls tries to escape by pretending to be the kidnapper’s son’s dead mother, then she sets him on fire. Evenually the kidnapper kills her/hits her with an axe.

This happened to be the 100th episode of that TV series.
I think I’ve watched this movie on Netflix (or maybe Amazon Prime) within the past 6 months. I’ll poke around and see if I can find it.
Oops, sorry. I found the movie I was thinking of, but it’s not what you were looking for. This movie does have a kidnapped girl chained up in a basement, and she does eventually get free and set her kidnapper on fire.
However there were not multiple girls, and the guy didn’t survive the fire to attack her with an ax.
