Saw a film in the 1990’s when I was very young. It was in color and while I don’t remember much about it I do remember that there was some kind of water shortage, and the bad guy sticks a man in the neck with a bottle that had multiple needle points. The vicim dehydrates and dies and the bad guy then drinks the extracted water. Totally ruined my night trying to think of it.
