The film was very cheesy and is either super hero or sci-fi based. The main thing I remember is the villain/antagonist had a metal or hard plastic plate on his head. This caused him to get severe headaches. He would use the plate in his head to headbutt and ram his opposition. I seem to remember he met his doom by running his head into something electrical.
