Im pretty sure this movie was animated and was from a while back. When I had it it was on a VHS tape. I remember it being about a guy who lived alone in a building or pier or something like that with several dogs. I clearly remember a scene near the beginning where a black car pulls up on the pier or bridge and the guy who lived there was not able to fit on the bridge with the car and was leaning off the edge, (odd detail I remembered for some reason). The man in the car, from what I remember had asked about some kind of payment, I think but I’m not sure. Hopefully someone remembers this movie as I thought it was from Disney but it was not on their site anywhere I could find unless I just was looking in the wrong place.
